政府“元治理”视野下的基层治理精细化——基于上海嘉兴路街道的案例分析

The Refinement of Grassroots Governance in the View of “Meta-governance” of the Government: A Case Analysis of Jiaxing Road in Shanghai

新时代新环境下,人们对美好生活的需求越来越高,这对基层精细化治理提出了更高要求。政府不仅提供基本公共服务,还需要扮演好社区治理“设计者”的角色。以上海嘉兴路街道为案例研究发现,政府从精细理念先行、精致资源配置和精确利益引导三方面进行了创新性探索。然而,“先行者”和“后来者”两种居民区却呈现出不同的精细化治理成效。对比发现,出现两种不同治理成效的原因是党建引领下社区“三驾马车”发挥的作用不同。基于政府“元治理”理论,政府可以从精细治理理念、精致资源配置、精准识别需求、精确引导自治四个方面来绣好城市社区基层治理精细化之花。

In the new era and under the new environment,people’s demanding much more for a better life,which puts forward higher requirements for fine governance at the grassroots level.The government should not only provide basic public services,but also play the role of“designer”of community governance.Taking Jiaxing Road in Shanghai as a case study,its government made innovative exploration from the three aspects of leading ideas,resource allocation and benefit guidance.However,the“forerunner”and the“latecomer”in terms of grassroots governments present different results of refined governance.These two different results are mainly due to the different functions of the community under the guidance of CPC construction.Based on the theory of“meta-governance”,the government can achieve refined grassroots governance in urban communities from the four aspects of fine governance concept,fine resource allocation,accurate identification of needs and autonomy with clear guidance.
