协同治理视角下的农村精准扶贫困境研究

The analysis of the dilemma of rural precision poverty alleviation:Based on the theoretical perspective of collaborative governance

精准扶贫是实现农村贫困人口全部脱贫,从源头上消灭贫困人口的重要方略。但是当前实践中也面临着贫困主体缺位、政府越位和职能部门缺乏互动的困境。运用协同治理的分析框架,探析了困境产生的深层因素。并从精准扶贫的机制、主体、资源3个方面提出了优化策略,以推动未来中国精准扶贫事业的发展。

Accurate poverty alleviation is an important strategy to achieve poverty alleviation of the rural poor and to eliminate the poor from the source. However , in the current practice , it also faces the dilemma of lack of poverty , government offside and lack of interaction among functional departments. Using the analytical framework of collaborative governance , the deep factors of the dilemma are analyzed. And from the three aspects of the mechanism , main body and resources of precision poverty alleviation , the optimization strategy is put forward to promote the development of China's precision poverty alleviation cause in the future.
