兽药网络经营监管工作探讨

Discussion on Supervision over Network Marketing of Veterinary Drugs

“互联网+兽药”经营模式的兴起与发展,给兽药监管工作带来新的挑战。本文分析了兽药网络经营监管工作的现状,指出其存在的违法主体隐蔽、网络证据获取困难、违法线索来源单一等监管难题,探索提出以平台管理、部门联动、分步监管相结合的兽药网络监管新模式。提出监管部门应推动审批工作有序开展,规范监管举措与监管流程;经营者落实经营平台管理责任和义务,实行公开及备案制度,规范网页兽药宣传行为。本文为促进兽药网络经营监管提供了信息支持。

As the emergence and development of business mode of“internet+veterinary drugs”have brought new challenges to supervision over veterinary drugs,in this paper,current supervision over network marketing of veterinary drugs was analyzed,and some problems were pointed out,such as,concealed illegal subjects,difficult access to network evidences,single source of illegal clues,etc.,then a new mode in combination with platform management,cooperation among departments and step-by-step supervision was developed. Further,it was suggested that,for supervision authorities,the examination and approval should be orderly promoted,and all supervision measures and processes should be standardized;for operators,the responsibilities and obligations for management of marketing platform should be fulfilled with open and registration system,and any publicity of veterinary drugs on webpage should be standardized. The analysis in this paper would provide some information to improve the supervision over network marketing of veterinary drugs.
