能人带动型合作社如何推动农业产业化发展？——基于三家合作社的案例研究

How Do Capable People-led Cooperatives Promote the Development of Agricultural Industrialization: Based on Case Studies of Three Cooperatives Cooperatives

能人带动型合作社在促进农业生产经营创新与农业产业化发展方面具有重要作用。对三个能人带动型合作社的案例剖析表明,“能人”能够以出众的经营能力形成示范带动效应,以突出的企业家才能和雄厚的资本实力主导合作社发展。合作社作为农户联结主体通过提供社会化服务推动农户生产经营创新、农产品提质增效以及产业区域性集聚,作为经营主体通过产业融合发展延伸农业产业链,从而在产业规模化经营与三产融合方面有效推动了农业产业化发展。政府为合作社发展提供了必要支持,政策环境则为合作社发展提供了便利。应进一步推动合作社发展壮大,强化其社会化服务供给,并以高质量农产品生产为契机推动农业产业化发展,同时也要警惕能人带动型合作社可能对小农户的利益侵害。

The capable people-led cooperatives play an important role in promoting agricultural innovation of production and operation and development of agricultural industrialization. The case studies of three capable people-led cooperatives show that,the capable people have formed a demonstrative leading effect with outstanding operation ability,and oriented the development of cooperatives with unique entrepreneurial talent and abundant capital. As the main body of farmers’ association,cooperatives promote the innovation of farmers’ production and operation,improve the quality and efficiency of agricultural products and actuating industrial agglomeration regionally by providing socialized services. As the operation entities,they extend the agricultural chain through industrial integrated development,thus effectively promoting the development of agricultural industrialization in the aspects of industrial scaling operation and convergence. The government has provided necessary support for the development of cooperatives,and the policy context also has provided opportunities for that. Based on this,the paper suggests that government should further promote the developmentand expansion of cooperatives,strengthen their socialized service supply,and take the production of high-quality agricultural products as an opportunity to promote the development of agricultural industrialization. At the same time,the government naturally should be alert to the exploitation of small farmers' interests by the capablepeople-led cooperatives.
