脱贫攻坚与乡村振兴有机衔接中的生态环境关切

Eco-environmental Concerns in the Organic Connection between Poverty Alleviation and Rural Revitalization

现阶段,我国正处于乡村振兴与脱贫攻坚叠加推进、历史交汇的时期,生态环境保护在两项战略中均发挥着重要作用。生态扶贫和生态振兴具有内在一致性,均是在“两山理论”的指导下,通过合理可持续地利用生态资源发展生态产业,将“绿水青山”变成“金山银山”的现实表现。但是在目标、侧重、总体要求三个层面存在着不同。在脱贫攻坚阶段,生态扶贫通过公益岗位设置、人居环境整治、生态产业发展等取得了积极进展,为生态振兴提供了良好的基础与有效经验,但是仍然存在体制机制衔接不畅、资金投入短缺、生态产业发展升级困难等问题。为此,应着力在生态规划引领、资金投入多级打通、产业多元发展等方面精准发力,推动乡村振兴与脱贫攻坚的有机衔接。

Currently, China is in the period of cooperative implementation for rural revitalization and poverty alleviation strateges, in which eco-environmental protection plays vital role. Ecological poverty alleviation and ecological revitalization are inherently consistent which can make the development of"lucid waters and lush mountains" a reality by developing ecological industries with the rational and sustainable use of ecological resources under the guidance of the "two mountains" theory. However, there are differences from three aspects of objectives, emphasis, and overall requirements between the rural revitalization and poverty alleviation. In the stage of poverty alleviation, ecological poverty alleviation has made positive progress through the establishment of public welfare posts, the renovation of human settlements, and the development of ecological industries, providing a good foundation and effective experience for ecological revitalization. However, there are still problems such as uncoordinated institutional mechanisms, shortage of capital investment, and difficulties in the development and upgrading of ecological industries. To this end, efforts should be made to focus on ecological planning multi-level capital investment, and diversified industrial development, and to promote the organic connection of rural revitalization and poverty alleviation.
