Research on Price Design of Integrated Pipe Gallery PPP Projects

目前,我国综合管廊项目的实施多采用PPP模式,但综合管廊的建设运营成本较高,而管廊建设费用分摊与运营收费的依据不够完善,阻碍了综合管廊项目的推广与发展。就综合管廊PPP项目收费定价问题,分析了综合管廊PPP项目成本和收益构成,梳理了国内各地方综合管廊项目收费定价标准,构建了综合管廊可用性服务费、运营维护服务费的财务模型以及入廊费、日常维护费和可行性缺口补助的参考模型,并建立相应的调价机制,为综合管廊PPP项目的投资决策和可持续运营提供参考依据。

At present,the implementation of the integrated pipe gallery project in China mostly adopts the PPP model. It is that the high cost of the integrated pipe gallery and the inadequate standard of construction cost sharing and operation fees to obstruct the promotion and development of integrated pipe gallery project. In the paper,the cost and benefit composition of integrated pipe gallery PPP Projects are analyzed,and the pricing standards of local utility tunnels projects in China are combed. Importantly,the financial model of usability service fee,operation and maintenance service fee,the reference model of entrance fee,daily maintenance fee,feasibility gap subsidy,and establish the corresponding price adjustment mechanism to provide reference for the investment decision and sustainable operation of the integrated pipe gallery PPP project.
