民用航空空中管制存在的人为安全风险因素与对策分析

Analysis on risk factors and countermeasures of human security in civil aviation air control

随着我国交通基础设施建设不断加快,民用航空的发展尤为迅速。然而,与欧美国家相比,我国民航在发展中仍存在不少问题,空中管制是“短板”所在,在很多环节上表现得不是特别成熟。不少民用航空机场规模偏小,在实际管理与具体运行方面,制度的规范、约束作用体现得不够。新形势下,选择航空出行的人群数量在直线增加,空中管制当中的人为安全风险在不断增多。文章对此进行了分析并提出部分应对策略。

With the continuous acceleration of traffic infrastructure construction in China,the development of civil aviation is particularly rapid.However,compared with western countries,there are still many problems in the development of civil aviation in our country.Air control is“short board”,and it is not particularly mature in many links.There are many civil aviation airports on the small side,in the actual management and specific operation of the system norms,restraint function is not enough.In the new situation,the number of people who choose to travel by air is increasing in a straight line,and the risk of artificial safety in air control is increasing.This paper analyzes this and puts forward some coping strategies.
