浅析规范我国C系列航行通告发布内容的积极影响

航行通告(Notice to Airman,简称NOTAM)作为民用航空情报服务的重要组成部分,发布内容包括各类临时性民航运行信息。航行通告发布内容的及时性、准确性和完整性能否达到质量要求,将直接影响到航空情报用户的工作质量和我国民航行业的运行安全。随着我国民航行业的高速发展,我国C系列航行通告的发布数量不断增长,发布内容也愈加丰富、复杂。在实际工作中,由于缺少通用的业务指南手册、单位内部规定不合理,个人业务水平有差距等多方面原因,导致不同工作人员在发布同一类型C系列航行通告时可能存在内容差异。为避免航行通告内容出现歧义,有效降低安全运行风险,笔者认为应当尽快采取必要措施,规范C系列航行通告的发布内容,避免对航空情报用户造成不利影响。

NOTAM is an important part of aeronautical information service,which includes various temporary operation information.Whether the timeliness,accuracy and completeness of the content of the notice to mariners can meet the quality requirements will directly affect the work quality of aeronautical information users and the operation safety of China civil aviation industry.With the rapid development of China civil aviation industry,the number of series C NOTAM to mariners in China is increasing,and the content of NOTAM is becoming more and more complex.In practical work,due to the lack of business guidance materials,unreasonable internal regulations of the unit,differences in personal business level and other reasons,different staff may have differences in content when issuing the same type of series C NOTAM to mariners.In order to avoid ambiguity in the content of notice to mariners and effectively reduce the risk of safe operation,the author believes that necessary measures should be taken as soon as possible to standardize the content of series C NOTAM to mariners and avoid adverse effects on aeronautical information users.
