The Party’s Political Building and the Adjustment of the Party-Government Relationship

党政关系是执政党与国家政权之间的关系,党的政治建设是党的根本性建设。从政党治理视角看,党的政治建设不仅关系到党自身建设成效,还直接或间接地对党政关系发挥重要作用。党的政治建设与党政关系调适之间有着深层互动逻辑:一是价值统一,都以执政为民为根本取向;二是制度衔接,都以群众路线为认同基础;三是功能融合,都以执政效率为基本目标;四是过程互嵌,都以组织机构为互嵌要素。党政关系调适不仅涉及到党的执政方式的转变,而且涉及到国家政权体制机制的改革和思想制度层面的转化。新时代加强党的集中统一领导、强化党内政治意识、发展党内政治文化和严肃党内政治生活以及强化党性锤炼,直接影响着党政关系调适的取向、原则、方式与方法。

The party-government relationship is the relationship between the ruling Party and the state power.The Party’s political building is of fundamental importance to the Party.From the perspective of party governance,the political work of the party is not only related to the party’s own building effectiveness,but also plays an important role in the party-government relationship directly or indirectly.There is a deep logical interaction between the party’s political building and the adjustment of the party-government relationship.The first is the united value and both regard governing for the people as the fundamental orientation;the second is the institutional connection and both take the mass line as the identification basis;The third is the functional fusion and both aim at the ruling efficiency;the fourth is the process intercalation and both use organizational structure as mutually embedded elements.The adjustment of the party-government relationship involves not only the change of the party’s way of governance,but also the reform of state power system mechanism and the transformation of ideological system.Strengthening the party’s centralized and unified leadership,consolidating the political consciousness within the party,developing the political culture within the party,norming the political life within the party and intensifying the party spirit affect the orientation,principles,methods and ways of the adjustment of the party-government relationship directly.
