论新时代基层党组织组织力的内涵与建设路径

On the Connotation and Construction Path of Organizational Force of Grass-Roots Party Organization in the New Era

作为一个特殊的政治系统,基层党组织在与外部环境的互动中形成了相应的组织力,这种组织力包括外在组织力和内在组织力。当前,基层党建的重点就是有效提升基层党组织的组织力。要实现这个目标,应该从以下两个方面着力:一是有效适应并积极引导基层社会发展,不断提升外向性的组织力。基层党组织既要适应外部环境的需要,使党的组织和工作有效嵌入社会之中,又要积极作用和影响外部环境,不断提升对社会的引导力和动员力;二是不断加强党组织的内部治理,提升基层党组织内在的组织力。基层党组织要有效加强自身的政治建设和日常管理,着力增强党员的主体意识和组织认同感。

As a special political system,basic party organization lies in that it has formed the corresponding organizational force in the interaction of external environment,which includes external and internal organizational force.At present,the key point of grass-roots party construction is to effectively enhance the organizational ability of grass-roots party organization.To achieve this goal,efforts should be made in the following two aspects:one is to effectively adapt to and actively guide the development of grass-roots society,and constantly improve the strength of extroverted organizations.Grass-roots party organizations should not only adapt to the needs of the external environment and effectively embed the party’s organization and work into society,but also play an active role and influence the external environment and constantly enhance their guiding and mobilizing power to society.Secondly,we should constantly strengthen the internal governance of party organizations and enhance the internal organizational strength of grass-roots party organization.Grassroots party organization should effectively strengthen their own political construction and daily management,and focus on enhancing party members’ subjective consciousness and the sense of organizational identity.
