社会变迁视阈下公共危机与非制度化政治参与问题研究——执法者视角的分析 被引量:2

摘要 我国在社会转型期由于各种旧的矛盾不断累积、新的问题不断出现,加之利益诉求渠道不畅,使群体性事件频繁爆发,导致诸多社会危机,这些危机成为当前中国社会现代化进程中非制度化政治参与的诱因。公民广泛的政治参与是现代社会政治文明的标志,制度化与非制度化政治参与对执法者能力提出了新要求。要想化解非制度化政治参与、预防群体性事件引发公共危机,就必须转变观念,帮助执法者认识到群体性事件的本质特征。同时,努力提高公众的政治素质和政治参与能力,让其学会用法律武器和政治工具来捍卫自己的权益。 In the period of social transformation in China,mass incidents frequently break out due to the accumulation of various kinds of unsolved contradictions and new problems,coupled with the lack of channels for the appeal to interests,which eventually result in many social crises.These crises become the inducement of non-institutional political participation in the process of current Chinese social modernization.While the extensive political participation of citizens is the symbol of political civilization in modern society,the institutional and non-institutional political participation gives rise to new requirements for the abilities of law enforcers.In order to resolve the non-institutional political participation and prevent the public crisis caused by mass incidents,it is necessary to change the ideas,and help the law enforcers realize the essential characteristics of mass incidents.Furthermore,it is suggested to improve the political quality and political participation ability of the public so that they can learn to defend their rights and interests with legal weapons and political tools.
