隐性环境规制与节能减排的关系研究——以中国东部地区2005—2016年95城市面板数据为例

Research on the Relationship between Recessive Environmental Regulation and Energy Saving and Emission Abatement

隐性环境规制在节能减排中发挥重要作用。基于2005—2016年东部地区城市面板数据,构建经济计量模型,检验了隐性环境规制对节能减排的直接作用和间接作用。实证显示,隐性环境规制力度整体表现较弱,其直接作用还不足以有效限制总体能耗的增加,表现为两者之间不存在显著的负相关关系,但隐性环境规制能通过舆论压力向政府施压,进而负向调节外商投资、技术水平、产业结构以及经济规模对能耗的作用,实现节能减排。建议相关部门降低非政府环保组织或民间环保团体的准入门槛,充分发挥隐性环境规制监督环境污染的作用,为建设美丽中国而奋斗。

Recessive environmental regulation (RER) has played an important role in energy saving and emission abatement. This paper takes the urban panel data of the eastern region from 2005 to 2016 as the research sample, an econometric model was built to test the direct and indirect effects of RER on energy saving and emission abatement. Empirical results show that the strength of RER is not strong enough to limit the growth of energy consumption, as there is no significant negative correlation between RER and energy consumption, but RER can negatively moderate foreign investment, technological level, industrial structure and economic scale to reduce energy consumption and achieve the goal of energy saving and emission abatement by exerting public pressure on government. It is suggested that the government should lower the registration threshold for Non-governmental environmental organizations, give full play to the role of RER on the supervision of environmental pollution, and strive for building a beautiful China.
