生活垃圾处理工程国家标准工程量计算规范修编的探讨

我国生活垃圾处理行业近年来呈现快速发展态势,一方面利好政策频出,执法环境趋严,助推行业发展上新台阶;一方面政府和企业加大环保工程设施投入,加强工艺技术革新,加速形成了政府和社会共同推动、协调发展的良好环境。“十二五”以来,生活垃圾处理新建、扩建、改建工程大量实施建设,为了提高工程计量计价效率,2013年我国出台实行《市政工程工程量计算规范》(GB50857—2013),对规范生活垃圾处理工程的招标投标、造价和合同管理发挥了作用。新形势下,生活垃圾处理新工艺、新标准不断推出,工程量计算规范也需同步修编。文章分析了生活垃圾处理的政策支持、规范标准、现状和发展,全面梳理《市政工程工程量计算规范》(GB50857—2013)附录G生活垃圾处理工程的26个清单子目,详细阐述保留18个清单子目、修改7个清单子目、增加6个清单子目、取消1清单子目的修编依据、内容及建议。

Domestic garbage disposal industry in China has shown a rapid development trend in recent years. On one hand, the policy is good and frequent, the law enforcement environment is stricter, which helps promote the development of domestic garbage disposal industry to a higher level. On the other hand, the government and enterprises increase investment in environmental protection engineering facilities, strengthen technological innovation, and accelerate the formation of a good coordinated development promoted by the government and society. Since the Twelfth Five-Year Plan, many new constructions, expansion and reconstruction projects for domestic waste treatment have been implemented. To improve the efficiency of project measurement and valuation, China promulgated the Code for Calculating the Quantity of Municipal Works (GB50857-2013) in 2013, which has played a role in standardizing bidding, bidding, cost and contract management of domestic waste treatment projects. Effect. Under the new situation, new technologies and standards for domestic waste disposal have been continuously introduced, and the code for calculating engineering quantity needs to be revised synchronously.This paper analyses the policy support, normative standards, current situation and development of domestic waste disposal, combs the 26 list items of domestic waste disposal project in Appendix G of "Code for Calculating Quantity of Municipal Engineering"(GB50857-2013), and elaborates in detail the retention of 18 list items, the modification of 7 list items, the addition of 6 list items, and the selection of items. The basis, contents and suggestions for the revision of the sub-items of the elimination 1 list.
