关于工程造价系统化管理的思考

Thoughts on the project cost management

文章基于投资人的角度,通过分析目前工程造价管理存在的问题(工程造价管理和会计管理无法有效衔接;市场交易不便利;工程造价体系不完整,缺乏市场价格预测功能等)和需求,根据现阶段中国工程建设特色,提出工程造价系统化管理的一些思考:工程造价管理与财务管理有效联接;通过招标投标活动确定工程造价,完善工程造价体系以提高其预测功能,以有效解决工程造价管理存在的问题等。其中,通过分析,指出工程程序执行不严格、合同价格不明确、风险过度转移的弊端,提出合理解决的思路,指出既要重视工程造价管理重要性的宣传和普及工作,也要加强专业人士思维培养、知识更新改造和跨界知识的融合。

Based on the perspective of investors, this paper analyzes the existing problems and the demands of current engineering cost management (such as, engineering cost management and accounting management being unable to make the connection effectively;inconvenient market transactions;the incomplete project cost system and a lack of the market price forecasting function and so on),according to the present Chinese project construction characteristic, and proposes some ideas about the project cost system management: the effective link between the project cost management and the financial management;determining the project cost by the bidding activities, improving the project cost system to promote its forecasting function, and effectively solving the problems of project cost management, etc. The paper by the analysis, especially refers to the disadvantages of the lenient execution in engineering program, the unclear contract price, and the unrestrained risk transfer, also puts forward some reasonable solutions, including not only emphasize the advocacy and the popularization of the importance of the project cost management, as well as promoting the training of professional thinking, the innovation, and the cross-border integration.
