依法治校背景下高校制度体系框架建设研究

Framework Construction of Institutional System in Colleges

本文以依法治校为背景依托,以高校制度体系建设为实践对象,通过对制度建设上存在的不足进行分析研究,对高校制度体系建设的理念和框架设计进行探索,建立以学校《章程》为指引,以《章程》、基本制度、专门制度和部门制度为框架的制度体系,推动学校体制机制创新,为学校依法治校、科学管理营造良好的制度环境.

Under the background of managing schools by law and taking the construction of institutions of higher learning as the practice object, this paper explores the concept and framework design of institution construction of higher learning by analyzing the deficiencies in institution construction, and establishes an institution system guided by the school Constitution, with this Constitution, the basic system, the specialized system and the department system as the framework to promote the system innovation and mechanism, aiming to create a good institutional environment for school management.
