党的十八大以来,习近平总书记依据中国国情的变化及扶贫开发工作的新特征,提出了精准扶贫重要论述。习近平的精准扶贫论述经历了萌芽阶段、实践阶段及形成阶段,传承了中华优秀传统文化,拓展了马克思主义及其反贫困理论,继承与发展了中国共产党历代领导集体的扶贫思想,并在此基础上融会贯通,形成了逻辑严谨的理论体系。精准扶贫论述的科学体系包含精准识别、精准帮扶、精准管理及精准退出。落实精准扶贫需要坚持中央与地方、政府与社会、扶志与扶智相结合。习近平精准扶贫的论述对新时代扶贫工作在理论研究、实践及政策的制定与实施方面提供了指导作用。

Since the 18th National Congress of the Communist Party of China(CPC),General Secretary Xi Jinping has put forward an important discussion on accurate poverty alleviation according to the changes of China’s national conditions and the new characteristics of poverty alleviation and development.Xi Jinping’s discussion on accurate poverty alleviation has gone through the budding stage,the practical stage and the forming stage,inherits the Chinese excellent traditional culture,expands the Marxism and its anti-poverty theory,inherits and develops the poverty alleviation thought of the leading collective of the Communist Party of China,and on this basis merges through,and forms the logical rigorous theoretical system.The scientific system of precision poverty alleviation includes precision identification,precision help,precision management and precision withdrawal.To carry out accurate poverty alleviation,we should adhere to the combination of central and local,government and society,support ambition and wisdom.Xi Jinping’s discussion on accurate poverty alleviation provides guidance for the theoretical research,practice and policy formulation and implementation of poverty alleviation work in the new era.
