摘要
北极的地理范围构成北极治理制度建设的空间边界基础。在近30年的时间里,北极治理的进程已得到了长足的发展,但其制度化建设仍存在明显的不足。究其原因,这与《联合国海洋法公约》在北极治理中的适用缺憾密切相关。因此,在总结北极治理演进脉络的基础上,进一步推进北极治理的制度化建设进程可谓是正逢其时。这一进程有助于提升中国在北极事务中的制度性话语权,拓展中国的北极权益,深化与北极事务其他参与方之间的交往与合作。中国参与北极治理制度构建的具体路径,需要从宏观层次上的顶层设计、中观层次的制度匹配到微观层次上的策略选择等方面多管齐下,最终为中国在北极事务中的地位提升,以及北极治理制度化建设方向的良性发展,打下更为坚实的能力基础。
The geographic extent of the Arctic constitutes the spatial boundary of the Arctic governance system.In the past three decades,the process of Arctic governance has made great progress,but its institutionalization still has obvious shortcomings.The reason is closely related to the flaw in the application of the UNCLOS in the Arctic governance.The refore,on the basis of summarizing the evolution of Arctic governance,it is timely to further advance the institutionalization process of Arctic governance.This process could also help us to enhance China’s institutional voice in Arctic affairs,expand China’s Arctic rights,and deepen exchanges and cooperation with other participants in the Arctic affairs.China’s participation in the specific path of the establishment of the Arctic governance system requires a multi-pronged approach which includes the top-level design at the macro level,the institutional matching at the meso level,the strategic choice at the micro level,and the status of China in the Arctic affairs.And the path will ultimately promote the benign development of the institutionalization of Arctic governance,laying a more solid foundation of capabilities.
