摘要
近年国内不少地铁项目都引入了PPP模式,但由于国内大力推广PPP模式的时间不长,相关配套的政策、法律、指引都不够完善,且国内大多数地铁PPP项目尚处于建设初期,相关经验欠缺。2016年,A市地铁五号线采用PPP模式投资建设,项目实施两年多来暴露出一些问题,进展情况远不及预期。为此,对A市地铁五号线PPP模式进行分析,并提出相关建议措施。
In recent years,many domestic metro projects have introduced PPP model. However,due to the short-time development of PPP model in China,the relevant supporting policies,laws and guidelines are not perfect enough. And most of the domestic PPP metro projects are in the early stage of construction,the relevant experience is not enough. A city introduced PPP model on Metro Line 5 in 2016. The project has been implemented for more than two years,which has exposed some problems,and the progress now is unsatisfied. In this paper,the PPP model of A Metro Line 5 is analyzed,and relevant suggestions and measures are put forward.
