村级集体经济发展困境与出路探索——以杭州市为例

The Dilemma of Village Collective Economic Development and its Solutions: Taking Hangzhou as an Example

村级集体经济发展以农业为产业基础,以村级集体为组织保障,在市场经济条件下存在发展。村级集体经济的固有功能在于提供农村公共产品,其优势在于社会效益良好。村级集体经济发展困境在于:经济发展基础条件匮乏,集体经济组织效能不足,城乡良性互动没有形成,村级集体产业发展呈现去农化倾向。应该依照村级集体经济目标功能调整产业结构,对于集体产权进行精细化改革,确立经营乡村理念,强化村级集体经济组织建设,赋权农民集体自主整合村社经济,利用当代信息科技提升村级集体经济质量,加强政策扶持力度。

The village-level collective economic development is based on agriculture,guaranteed by village-level collective organizations,and exists under the conditions of a market economy.The inherent function of village-level collective economic development lies in providing rural public goods,and its advantage lies in good social benefits.The dilemma of collective economic development at the village level lies in the lack of fundamental essentials of economic development,the lack of effectiveness of collective economic organizations,the lack of benign interaction between urban and rural areas,and the tendency of village-level collective economic development towards de-agriculturalization.We should adjust the industrial structure according to the functions of the collective economic objectives at the village level,refine the reform of collective property rights,establish the concept of managing the village,strengthen the construction of village collective economic organizations,guarantee the collective economic organization to independently integrate the village social economy,use contemporary information technology to enhance the quality of the village collective economy,and strengthen policy support.
