公共卫生项目治理的逻辑基础与治理框架构建：以上海市社区居民大肠癌筛查项目为例

Governance logic and framework of public health projects: a case study of Shanghai Community Colorectal Cancer Screening Project

公共卫生项目着眼于人群健康维护与促进,是服务于人群的公共事业。为了更好地实现对项目规范化与有序化的管理,基于公共管理理念与新公共治理理论,研究提出公共卫生项目治理。项目治理溯源于项目全过程管理,根因于医疗卫生行政机构、医疗卫生服务机构、社会团体、社区与居民等多元主体的共同参与。文章围绕公共卫生项目的设计、实施反馈与持续推进各个阶段,基于项目所处的宏微观环境,构建“规则-机制-实施-评估”的治理框架,并以上海市社区居民大肠癌筛查项目为例加以论证。研究将治理理念纳入公共卫生项目管理中,为公共卫生项目的有效推进与管理实践提供全新的思路。

Public health projects are public services for maintaining and promoting population health. It’s public career for population service. In order to better realize the standardized management of public health projects,the research proposed project governance based on the concept of public management and the theory of “New Public Governance”. Project governance originates from whole project process management,and its root cause is the joint participation of multiple subjects,including health administrative agencies,health service institutions,social organizations,communities and residents. In this articles,the researchers constructed the governance framework of “rule-mechanism-implementationevaluation” around all stages of design,implementation and feedback,and continuous improvement of public health projects considering both macro and micro environment,and validated the framework by the case of Shanghai Community Colorectal Cancer Screening Project. The governance concept is brought into public health project management,providing new thinking to effectively promote and manage public health projects.
