梳理了20世纪80-90年代我国原油包干政策从提出、实施直到退出历史舞台的全过程,指出了该政策在我国石油工业发展史上乃至整个工业改革中的作用,总结了其历史背景和退出历史舞台的原因,以及对当下石油工业发展的借鉴意义。

After the carding of Chinese crude oil contract policy from 1980 s to 1990 s,which include the whole process from proposing,execution to withdrawal from the stage of history,the paper points out that this policy has certain function in the history of our petroleum industry development,even in the reform of our whole industry,and summarizes its historical background,the causes of stepping down from the stage of history,and the reference significance for present petroleum industry development.
