近代河北高等教育发展机理探析——基于京津冀一体化的视角

Research on the Development Mechanism of Higher Education of Hebei ——From the Perspective of Integration of Beijing-Tianjin-Hebei Regions

近代河北高等教育发展深受京津冀区域关系变化影响,当河北省与京津两市处于“一体化”状态时,河北借助其畿辅地位的优势和天津府较发达的经济实现了高等教育较早、快速发展;当京冀畿辅关系和津冀隶属关系结束后,河北高等教育失去了诸多有利条件,良好发展态势受到抑制。当前京津冀一体化进程重新启动并逐步向纵深推进,对河北高等教育发展具有直接影响;河北高等教育应立足地方、着眼区域,以实现地方和区域两个层面诉求的协调与平衡;京津冀各方需要强化合作机制和法治建设,为区域高等教育发展权益提供有力保障。

In modern times, higher education of Hebei was deeply influenced by the relationship of Beijing-Tianjin-Hebei regions. When Beijing, Tianjin and Hebei province were integrated, modern higher education of Hebei realized earlier and faster development with the help of political advantage and advanced economy of Tianjin;however, when Beijing and Tianjin broke up relationship with Hebei province, the higher education of Hebei lost its advantages and was imposed bad influence. With the development of the integration of Beijing-Tianjin-Hebei regions, the higher education of Hebei should take a root on the local area and focus on the collaborative regions, to coordinate and balance the requirement of them. Beijing-Tianjin-Hebei regions should provide a strong guarantee for local higher education by enhancing cooperation system and legal construction.
