摘要
提升中小学教师队伍质量,努力造就一支师德高尚、业务精湛、结构合理、充满活力的高素质专业化教师队伍,是我国当前基础教育事业发展的重中之重。运用SWOT模型对我国现行的中小学教师职业准入制度进行分析,旨在充分发挥各种优势,消除弊端,完善我国中小学教师职业准入制度。通过分析探讨,一方面明确教师职业准入制度在筛选与规范方面的优势,另一方面了解其“弱实践性”与“宽松性”劣势。在此基础上,提出完善我国中小学教师职业准入制度的设想。在党中央和各级政府的领导和高度重视下,要把握新时代教育发展机遇和教师专业化发展趋势,避免走捷径钻空子。通过立法强化制度的保障作用,重视行业协会的协助管理作用,建立健全中小学教师职业准入制度。
To improve the quality of primary and secondary school teachers and create a high-quality professional teachers with high moral character, excellent business abilities, reasonable structure and vitality is the foremost priority in the development of compulsory education in China. This paper focuses on the current professional access system of primary and secondary school teachers in China with a SWOT analysis so as tofully display the advantages of teachers professional access system in the selection and regulation of teachers, understand its "weak practice" and "loose" disadvantage, grasp the opportunity and avoid taking shortcuts. Therefore, we should strengthen the role of the system through legislation, attach importance to the assisting management role of the trade association, and establish and improve the system of professional access for teachers in primary and secondary schools.
