浅析市县级特种设备安全监管职责边界

Analyzing the Risk of Special Equipment Supervision of Grassroots Government Departments

本文以特种设备事故定义为基础,从客观性和有责性两个方面讨论事故责任追究的依据,通过建立特种设备监管追责模型,分析市、县两级特种设备安全监管的对象与重点,明确监管范围与方式,从而划定基层监管人员履职风险的责任边界。

On the basis of the defines of special equipment accidents,this paper discussed the basis of accident liability investigation from objectivity and responsibility.Through the establishment of the special equipment supervision accountability model,the paper analyzed object and the key duty of supervision of the grassroots government departments,then delimit the supervision boundary of special equipment safety supervision.
