Platform Governance as the Path to Urban Integration: An Empirical Study Based on a Survey of Ten Chinese Cities

数字经济时代,平台型治理应运而生。在政府和社会的角色分工上,中国十大城市调研的实证研究表明:“社会治理因子”和“政府治理因子”平等输出、共同支撑了平台型治理的架构和运营。虽然目前十大城市的“政府治理指数”均超过“社会治理指数”,但长三角城市的“社会治理指数”已开始领跑全国。一旦政府与社会携手克服理念更新、技术嵌入、路径选择和建构营运等诸多难点,平台型治理将进入可操作化的成长期,也将直面城市共治共融、人们对美好生活的各类升级版需求,并为当前全球为数不多的平台治理实践提供中国样板。

Platform governance emerges in the era of digital economy.In the choice of the role-playing,mutual construction and win-win cooperation between government and society,empirical research in China's ten cities shows that “social governance factor” and “government governance factor” equally output,jointly in support of the architecture and operation of platform governance.Currently,the “government governance index” of ten cities exceeds the “social governance index”,while in terms of the “social governance index”,the Yangtze River Delta cities get ahead of the rest cities.Once the government and the society work together to overcome many difficulties such as concept renewal,technology embedding,path selection and construction operation,platform governance will enter an operational growth stage.It will also face with various kinds of upgraded demands from the co-governance and integration of city,and people's pursuit of good life,moreover,provide a Chinese model for the practice of platform governance around the world.
