中国与俄语区国家教育合作风险研究

A Study on the Risks of Educational Cooperation between China and Russian-speaking Countries

尽管中国与俄语区国家一直保持着友好的交往,对国家教育合作方面的风险也必须引起关注。从国家层面出发,研究了中国与俄语区国家教育合作风险的评价方法。首先根据前人研究成果筛选出评价国家风险的指标,接着利用因子分析法及俄语区九个国家的世界评级机构的评级数据,凝聚成政府管理水平、高等教育重视度、全民素质、国家宏观环境稳定性四个因子,并以因子的方差贡献率占累计方差贡献率的比重为权重,得出国家教育合作风险评价公式,进而构建国家教育合作风险评估模型并计算出俄语区九国风险综合得分及排序。运用定量的研究方法客观地构建了风险评估体系,丰富了国家教育合作风险的理论研究和实践。

Although China and the Russian-speaking countries have always maintained friendly exchanges,the risks of national educational cooperation must also be paid attention to.From the national level,this paper mainly studies the evaluation methods of educational cooperation risks between China and Russian-speaking countries.Firstly,according to the previous research results,we select the indicators to evaluate national risks.Then,using factor analysis method and rating data of nine countries in Russian-speaking region,we condense four factors:government management level,higher education emphasis,national quality and national macro-environmental stability,and make contributions by variance of the factors.The proportion of the rate to the cumulative variance contribution rate is the weight,and the risk evaluation formula of the national education cooperation is obtained.Then the risk evaluation model of the national education cooperation is constructed and the risk comprehensive score and ranking of the nine Russian-speaking countries are calculated.This paper objectively constructs a risk assessment system by using quantitative research methods,which enriches the theoretical research and practice of national educational cooperation risk.
