官员激励、要素市场扭曲与产业结构升级

Officials Incentives,Factor Market Distortion and the Upgrading of Industrial Structure

政府和市场对产业结构升级具有重要影响。以政府官员和要素市场为出发点,从理论上分析了政府官员的多重激励和要素市场扭曲对产业结构升级的影响,并利用1998-2014年省级面板数据进行了实证检验。研究结果表明:官员的晋升激励和财税激励对产业结构的合理化和高级化均有阻碍作用;官员的寻租激励会阻碍产业结构的高级化,但对产业结构合理化的影响并不明显;要素市场扭曲同样对产业结构合理化和高级化存在阻碍作用;官员激励和要素市场扭曲对产业结构升级存在协同作用机制,官员的晋升激励和财税激励会通过加重要素市场扭曲程度来进一步阻碍地区产业结构升级。该研究扩展了政府和市场对产业结构升级影响的研究领域,对如何促进地区产业结构升级具有一定的政策启示。

The government and the market have important influence on the upgrading of industrial structure.Focusing on the government officials and factor markets,this paper analyzes the impact of multiple incentives of government officials and the distortions of factor markets on the upgrading of the industrial structure from the theoretical aspect,and makes an empirical analysis using provincial panel data during 1998-2014.It can be concluded that the promotion incentives and fiscal incentives of government officials have inhibition effect on the rationalization and upgrading of the industrial structure,the rent-seeking incentives of government officials have inhibition effect on the upgrading of industrial structure but no obvious impact on the rationalization of the industrial structure;the distortions of factor markets also inhibit the rationalization and upgrading of the industrial structure;the incentives of government officials and the distortions of factor markets have synergistic influence on the upgrading of industrial structure;the promotion incentives and fiscal incentives of government officials will aggravate the distortions of the labor market,thus further inhibiting the upgrading of the regional industrial structure.This paper provides corresponding policy implications on the upgrading of regional industrial structure through further developing the research field on the relationship between the upgrading of industrial structure and the government and market.
