Study on the Supply Operation Mechanism of Public Cultural Service in the Poor Areas of Anhui Province under Supply-side Reform

以实地调查、农业普查和文化旅游厅官方数据为基础,研究安徽贫困地区公共文化服务运行机制。安徽贫困地区公共文化服务供给存在的问题主要有供给质量和效率偏低;供给与需求脱节,供需失衡;供给体系不健全,文化人才稀缺。要坚持问题导向,推进供给侧改革,建立健全精准对接的群众反馈机制、共生共治的多元主体机制、统筹发展的人才培养机制、科学高效的绩效评价机制和合作共赢的多项联动机制,破解发展难题。

Based on field surveys,agricultural surveys and official data of the Department of Culture and Tourism,the paper analyzed the predicament in the supply-side reform about public cultural services in poor areas of Anhui Province.Based on this, the operation mechanism which were precise interaction of mass feedback mechanism,multi-subject mechanism of symbiotic co-governance,talents training mechanism of overall development,scientific and efficient performance evaluation mechanism and multi-linkage mechanism of win-win cooperation was constructed to break the situation.
