环境规制、产业转型与安徽经济高质量发展

Environmental Regulation,Industrial Transition and High Quality Economic Development of Anhui Province

环境规制与产业转型对环境的改善及经济的增长有着举足轻重的意义。文章选择安徽省16个地市的面板数据作为研究样本,通过三者间机理分析,基于对环境规制强度的测算,就环境规制、产业转型与安徽省经济增长间的关系进行分析。结果表明:加大环境规制力度、减少污染物排放并不能有效刺激安徽省的技术创新,即就安徽省而言"创新补偿说"失效;加大环境规制力度能提升经济开放度和刺激外商投资,由此助推安徽的产业转型;产业结构升级有助于带动安徽省的经济发展。

Environmental regulation and optimization of industrial structure play an important role in improving the environment and economic growth. This paper takes panel data of 16 cities in Anhui province as the research object,through the analysis of the mechanism among environmental regulation,industrial structure upgrading and economic growth,calculates the intensity of environmental regulation,and explores the relationship among them. Empirical results show that increasing the intensity of environmental regulation and reducing pollutant emissions can not effectively stimulate technological innovation in Anhui province,or for Anhui province,the "innovation compensation theory " is invalid. However,increasing the intensity of environmental regulation can enhance economic openness and stimulate foreign investment, thereby boosting industrial transformation of Anhui province. At the same time,upgrading the industrial structure will help to promote the economic development of Anhui province.
