Issues, Progress and Paradigms of Government Service Contracting in China from 1978 to 2018

政府购买服务这一领域因其对照着宏大的国家社会关系、活跃着组织间行为策略及衍生着丰富生动的场景叙事而产生较大的学术吸引力。政府购买服务是建构现代化国家治理体系和治理能力的重要的制度创新。通过对以往研究的文献计量分析,寻找和辨析该领域研究的扩散路径、结构网络、关键节点等,从而提出更具理论和实践价值的研究问题。当前学术研究主要聚焦在宏观理论建构、中观组织分析和微观行为研究三个层面,并且在理论深度、研究层次、研究介质等方面更加细化。从理论起点、组织间关系和政策过程来看,政府购买服务是政府主动发起和调试的制度安排,制度分析对研究我国政社关系变迁至关重要;项目制、交易成本理论、资源依赖理论、公共价值理论等成为当前研究主要的理论源泉。政府回购、精准购买、公共性、复杂治理的效率等问题依然有待后续深入研究。

The government purchase of services has received extensive attention, because it involves grand state-social relations, inter-organization behavior strategies and lively narratives. Service contracting is an important institutional innovation to build modern national governance system and enforce the governance capacity. Based on the bibliometrics analysis of previous studies, the anchors, diffusion paths, structural networks and key nodes of the researches in this field were searched and analyzed to put forward more theoretical and practical research issues. Current research mainly focuses on three levels: macro-theoretical construction, meso-organizational analysis and micro-behavioral research, and is more detailed in terms of theoretical depth, research level and medium. From the perspective of theoretical starting point, inter-organizational relationship and policy process, the service contracting is an institutional arrangement initiated and directed by the government. Inevitably, institutional analysis is of great importance to the study of the changes of China's political and social relations. Project governance, theory of transaction cost, resource dependence and public value have become the main analytical paradigm. Issues such as government repurchase, precise purchase, publicity, and the efficiency of complex governance remain to be studied.
