Modernization of National Fitness in the New Era: Difficulties and Paths

运用文献资料法对我国乡村全民健身治理能力弱化、治理体系不完善等问题进行研究,旨在促进新时代乡村全民健身治理现代化水平的提高。通过研究可以看出,我国乡村全民健身治理目前面临以下几方面问题:协同治理共识尚未达成一致;多元共治格局尚未形成;权力运行角色模糊;组织结构尚待优化。为了能够快速、稳步提升我国乡村全民健身治理现代化水平,应该从以下几个方面着手开展工作:以目标为引领,凝聚全民健身治理现代化的广泛共识;以共治为手段,构筑“三位一体”的多元格局;以良法保善治推德治,规范权力边界,维护乡村全民健身基础秩序;以善治善能为归宿,优化组织架构,提升乡村全民健身现代化治理效能。

The literature research method is used to study the weakening of the national fitness control ability and the imperfect governance system in China,aiming at promoting the development and improvement of the modernization level of the national fitness in the new era.It can be seen from the research that the national fitness control in rural areas in China is currently facing the following problems:the consensus on collaborative governance has not yet been agreed;the pattern of pluralistic governance has not yet formed;the role of power operation is vague;the organizational structure needs to be optimized.In order to quickly and steadily improve the modernization level of the national fitness governance in China's rural areas,we should start from the following aspects:aiming at the goal,concentrating on the broad consensus of the modernization of the nation's fitness management;and building a "trinity" multi-dimensional structure by means of co-governance We will safeguard the rule of virtue by good law,standardize the boundaries of power,and maintain the basic order of the nationwide fitness;use good governance and goodness as the destination,optimize the organizational structure,and improve the modern governance of rural fitness.
