Research on Dynamic Risk Identification of PPP Mode in Small Towns with Ice and Snow Sports

为确保我国冰雪体育特色小镇PPP模式顺利进行,降低风险事故发生。运用文献资料法、WBS-RBS分析法和德尔菲法等研究方法,对我国冰雪体育特色小镇PPP模式进行全面有效的动态风险识别研究。研究结果:识别出了政治风险、法律风险、经济风险、建设风险、运营风险、环境风险以及信用风险7大类风险源;政审延迟风险、政府财政风险、政府决策风险、行业行规变化风险、法律法规变更风险、违法风险、融资风险、工程质量风险、工程延误风险、运营财务风险、运营企业管理风险、成本风险、政府违约风险、气象风险、自然灾害风险、体育区设计风险、地区政府换届风险及第三方违约风险等25类风险点;对7大类风险源和25类风险因素进行系统地归类分析,提出风险防范组合策略。

In order to ensure the smooth progress of the PPP model in China's ice and snow sports towns,risk accidents are reduced.Using the literature method,WBS-RBS analysis method and Delphi method,this paper conducts a comprehensive and effective dynamic risk identification research on the PPP model of China's ice and snow sports towns.Research results:Identify seven categories of risk sources:political risk,legal risk,economic risk,construction risk,operational risk,environmental risk and credit risk;political trial delay risk,government fiscal risk,government decision risk,industry regulation change risk,law Regulatory change risk,illegal risk,financing risk,engineering quality risk,engineering delay risk,operational financial risk,operational enterprise management risk,cost risk,government default risk,meteorological risk,natural disaster risk,sports area design risk,regional government change risk And 25 types of risk points such as third-party default risk;systematically classify and analyze the 7 types of risk sources and 25 types of risk points,and propose a risk prevention combination strategy.
