动态三支决策视角下连片特困地区多维贫困治理研究

Research on Multidimensional Poverty Governance in the Poverty-stricken Areas from the Perspective of Dynamic Three Decisions

基于2014~2017年原始数据,从动态三支决策视角下,构建包括社会发展水平、经济发展水平、生产生活水平和生态环境水平4个维度的多维贫困评价指标体系,分别从时序和截面两个方向对连片特困地区多维贫困进行评价,以此为依据进行动态三支决策分析,并运用Arc GIS软件刻画出片区多维贫困时空分布及演变,为片区有效治理多维贫困提供参考。研究结果认为:总体上,连片特困地区多维贫困现象仍然存在,但呈现出明显的减缓趋势;各片区多维贫困程度存在较大差异,贫困治理有效性不同;片区经济发展水平提高较快,而生态环境水平提升趋势不明显;片区多维贫困分布呈现出"由东南地区向西北地区逐渐加深"的空间分布特征。

Based on the original data from 2014 to 2017, from the perspective of dynamic three-decision decision-making, this paper constructs a multi-dimensional poverty evaluation index system including four levels of social development level, economic development level, production and living level and ecological environment level, respectively, from time series and cross section. Two directions are used to evaluate the multi-dimensional poverty in the contiguous destitute areas. Based on this, the dynamic three-branch decision analysis is carried out. The Arc GIS software is used to describe the spatial and temporal distribution and evolution of multi-dimensional poverty in the area, which to provide a reference for the effective management of multi-dimensional poverty. Results show that, in general, the multi-dimensional poverty phenomenon in the contiguous destitute areas still exists, but it shows obvious mitigation trend. The multi-dimensional poverty level varies greatly in each area, the effectiveness of poverty management is different, and the economic development level of the area is improved. It is faster, and the level of ecological environment has no obvious improvement trend;the multi-dimensional poverty distribution in the area shows the spatial distribution characteristics of "gradual deepening from the southeast to the northwest".
