基于耗散结构理论的县域医疗服务体系发展特征及优化路径研究

县域医疗服务体系是由多要素、多系统、多层次的矛盾运动和交互作用而形成的耗散结构,需要不断地对网络体系进行优化和调整应对医疗体系改革的逐步深化和新时代社会矛盾不断变化,从而满足县域内广大人民的医疗服务需求。本文针对县域医疗服务体系的耗散结构特征,从耗散结构开放性、远离平衡态、非线性作用、涨落四大方面深入分析,以期通过建立协调机制、创新发展机制、联动机制、调控机制等县域三级医疗服务网络体系优化路径,为我国卫生体制与网络研究提供新型的方法,助推结构升级、层次联动、综合连续、运转高效、可持续发展的县域医疗服务网络建立。

The county medical service system is a dissipative structure made up of multi-element, multi-system, multi-level contradictory movements and interactions. It is necessary to continuously optimize and adjust the network system in order to cope with the progression and new reform of the medical system. The social contradictions of the times are constantly changing to meet the people's medical service needs throughout the county. This paper focuses on the dissipative structure characteristics of the county-level medical service system from the four aspects of dissipative structure openness, far-from-equilibrium, non-linear action, and fluctuation, through the establishment of mechanisms of coordination, innovation development, linkage, and control, respectively. The level of medical service network system optimization path needs to be kept on high-end in order to provide a new method for China's health system and network research, and to promote structural upgrading, hierarchical linkage, comprehensiveness and continuation, efficient operation, sustainable development of county-level medical service network.
