摘要
以2013—2017年间四川省人才发展体制机制改革政策为研究对象,运用内容分析和统计计量法,从政策工具、政策目标和政策力度3个维度设计分析框架、编码政策文本、统计描述样本,实证分析四川省人才发展体制机制改革的政策效用,为新时代区域人才改革提供参考模型。研究结果表明:四川省人才政策的结构特征主要表现为环境型政策工具过溢、供给型与需求型政策工具略显不足;政策目标重人才规模与创新、轻人才素质与流动;政策力度变化趋势与战略调整协同,但政策的可持续性不足。因此,区域人才政策的制定需注重政策的可操作性,同时完善政策目标结构,引领战略化发展,加强政策实施力度,推动人才政策系统化发展。
This paper takes reform policies of talent development mechanism in Sichuan province from 2013 to 2017 as the research object, designs and analyzes the framework from three dimensions of policy tools, policy objectives and policy intensity, codes policy texts, and statistically describes samples, empirically analyzes the policy utility of the reform of talent development system and mechanism in Sichuan, in order to provides a reference model for the regional talent reform in the new era. The research results show that structural characteristics of talent policy in Sichuan are mainly as follows: the overflow of environmental policy tools, and the slight shortage of supply and demand policy tools;policy goal is to attach importance to the scale and innovation of talents and to lighten the quality and mobility of talents;the changing trend of policy intensity is coordinated with the strategic adjustment, but the sustainability of the policy is insufficient. Therefore, the formulation of regional talent policy should pay attention to operability of the policy, at the same time improve the policy target structure, lead the strategic development, strengthen the implementation of the policy, and promote the systematic development of talent policy.
