中国省域电子信息制造业效率及演化研究 被引量:3

Research on Efficiency and Evolution of Electronic Information Manufacturing Industry in Chinese Provinces

摘要 电子信息制造业是信息产业的基础,对我国智能制造与产业转型升级发挥着重要引领作用。以我国29个省、自治区、直辖市(未包括西藏、宁夏和港澳台地区)为样本,采用数据包络分析(DEA)的BCC模型对2016年我国电子信息制造业技术效率进行横向分析,并采用DEA-Malmquist指数方法测算其2010—2016年全要素生产率的变化。研究发现:我国电子信息制造业效率为西南地区最高、东北地区最低,地区间的纯技术效率差异水平高于规模效率差异,地区间的TFP增长率存在明显差异,多地面临产业发展不稳定的问题。建议我国推动区域间产业转移与要素流动,构建跨行业、跨区域、跨部门的创新网络,因地制宜完善电子信息制造业政策体系。 Electronic information manufacturing industry(EIMI) is the foundation of the information industry and plays an important leading role in China’s intelligent manufacturing and industrial transformation and upgrading. Taking 29 provinces, autonomous regions and municipalities directly under the Central Government(excluding Tibet, Ningxia and Hong Kong, Macao and Taiwan) as samples, this paper uses the DEA-BCC model to analyse the efficiency of China’s EIMI in 2016, and uses the DEA-Malmquist index method to measure the changes of total factor productivity(TFP) in 2010-2016. The research finds that the highest efficiency of EIMI is in Southwest China, and the lowest is in Northeast China;the difference in pure technical efficiencies between regions is higher than the difference in scale efficiencies;there is a significant difference in the growth rate of TFP between regions;many regions are facing instability in industrial development. It is recommended to promote inter-regional industrial transfer and factor flow, build an innovation network across industries, regions, and departments, and perfect the EIMI policy system according to local conditions.
