关于国有资产管理体制的理论辨析、逻辑结构、国外经验与总体建构目标

A Theoretical Analysis on the Management System of State-owned Assets: The Logical Structure, Foreign Experiences and Overall Construction Goals

各类国有资产是各级国家机构实现治理目标、提供公共物品的物质基础。国有资产配置和运营效率高低主要取决于其管理体制机制的优化程度。文章以公共经济学视角,从三个侧面就国有资产管理体制的相关理论进行了辨析,分析了国有资产管理体制的逻辑结构,从借鉴出发对发达国家国有资产管理体制主要做法加以概述,针对我国现行国有资产管理体制存在的缺陷,从六个层面系统地提出了我国构建国有资产管理体制的总体框架。

All kinds of state-owned assets are the material basis for state institutions at all levels to achieve their governance goals and provide public facilities.The allocation and operation efficiency of state-owned assets mainly depends on the degree of optimization of its management system and mechanism.From the perspective of public economics,this paper analyses the three sides of the theory of the state-owned assets management system and the logical structure of the management system of the state-owned assets,and summarizes the main practices of state-owned assets management system in developed countries.The overall framework of the construction of state-owned assets management system in our country is put forward systematically from six aspects in response to the defects existing in the current management system in our country.
