乡村振兴战略将是影响未来较长一段时间我国各地区农业和农村经济发展的核心战略。党的十九大和中央经济工作会议力推乡村振兴,意味着国家发展重心在向农业和农村倾斜,其背后是城乡关系的重大战略性转折,是在立足于乡村产业、人口、文化等资源禀赋的基础上,自下而上地激发其积极性、主动性。可以说,从过去依靠城市辐射被动发展到探寻可持续的乡村内生增长模式是一种执政理念上的巨大转变。长期以来,我国经济发展的重心一直集中在工业和城镇,造成农业和农村长期发展滞后,目前已经成为我国全面建成小康社会的主要障碍,而产业兴旺成为乡村振兴战略的重要突破点,这就要求各地区要立足当地资源禀赋和市场需求,拓展产业空间、创新产业形态、促进产业交叉融合,加快农村一二三产业融合步伐,探索形成多元化、特色化的现代乡村产业发展体系。

The rural revitalization strategy will be the core strategy that will affect the development of agriculture and rural economy in various regions of China.The 19th national congress of the Communist Party of China and the Central Economic Work Conference both focus on rural revitalization,which means that the country's development focus is tilting toward agriculture and rural areas.Behind it is the major strategic turning point in urban-rural relations and the stimulation of the motivation and enthusiasm of rural areas based on their resources of industry,population,culture and so on.It is a great change from the passive development of relying on the urban radiation in the past to the search for sustainable rural endogenous growth model.For a long time,the focus of China's economic development has been concentrated on industries and towns,causing long-term under-development of agriculture and rural areas.It has become a major obstacle to the comprehensive construction of a well-off society in China.Industrial prosperity has become an important breakthrough of the rural revitalization strategy.All regions should base on local resource endowments and market demands,expand industrial space,innovate industrial forms,promote integration of industries,accelerate the pace of integration of the first,second and third industry in rural areas,and explore and establish a diversified and distinctive system of modern rural industrial development.
