基于京津冀协同发展的区域农产品流通力研究

A Study on Optimizing the Circulation System of Agricultural Products Based on the Synergistic Development of Beijing-Tianjin-Hebei

基于2005-2017年京津冀农产品流通的面板数据,从商流、物流、资金流与信息流等流通要素出发构建指标体系,运用灰色关联度和模糊综合评价法,分析和对比整个区域及各子体系的农产品流通能力、水平差异和制约因素,进而明晰京津冀三地分别在整体流通体系中的优、劣势,明确功能定位。研究表明:京津冀整体流通力水平发达,其中北京、天津为发达,河北为较发达,评价得分依次为北京>天津>河北,河北对整体水平有拉后作用。北京在商流力、天津在物流力方面有绝对优势,河北在资金流方面有相对优势。最后提出推动商流自由、促进资金流畅通、保障物流高效和加快信息流智能的优化建议。

Based on the panel data of the circulation of agricultural products in Beijing,Tianjin and Hebei from 2005 to 2017,the paper constructs an index system from the circulation factors,such as commodity flow,capital flow,logistics and information flow.Then,this paper analyzes and compares the circulation ability of agricultural products,the capacity differences and restriction factors in the whole region and in each subsystem using the gray relational analysis and the fuzzy comprehensive evaluation.In addition,it clarifies the advantages and disadvantages of Beijing,Tianjin and Hebei in overall circulation system and defines their functional positioning.It is concluded that the overall circulation level of Beijing-Tianjin-Hebei is high.Beijing and Tianjin is developed and Hebei is comparatively developed.The evaluation scores are Beijing > Tianjin > Hebei in turn.Hebei has a lagging effect on the overall level.Beijing has absolute advantages in commodity power,Tianjin in logistics power,and Hebei has relative advantages in capital power.Finally,it puts forward four suggestions: promote free commodity flow;smoothen capital flow;ensure efficient logistics;and accelerate the intelligence of information flow.
