“环保嵌入扶贫”:政策目标组合下的基层治理

“Environmental Protection Embedded in Poverty Alleviation”: Grassroots Governance under the Combination of Policy Objectives

复杂性现实不断增强的背景下,多政策目标的组合治理正在成为基层政府激发执行创新、平衡效率与风险的真实施政状态。以西南N省S县的精准扶贫经验为例,考察了该县“环保嵌入扶贫”的双元治理实践。研究发现,“环保嵌入扶贫”塑造了实体嵌入和形式嵌入两种形态。县级政府通过重塑县级指挥部机制和第一书记驻村的组织基础、环保导向下扶贫资金统筹与分配的政策基础和创新产业转型模式的产业基础,奠定了实体嵌入的制度结构;通过政策目标组合中的注意力分配、组合模糊的责任清晰化运作以及任务迎检中软硬指标的灵活管理,形塑了形式嵌入的科层逻辑。

Under the background of increasing complexity,multi-policy goal combination governance is becoming a real state of governance for grass-roots governments to stimulate implementation innovation,balance efficiency and risk.Taking S County of N Province in Southwest China as an example,this paper investigates the dual governance practice of"environmental protection embedded in poverty alleviation"in this county.The research found that"poverty alleviation embedded in environmental protection"shapes two forms of entity embedding and form embedding.The county government has laid entity embedding a system structure by reshaping the organizational foundation of county headquarters mechanism and the first secretary stationed in villages,the policy foundation of poverty alleviation funds co-ordination and allocation under the guidance of environmental protection and the industrial foundation of innovative industrial transformation mode,and through the attention allocation in the combination of policy objectives,the clear operation of blurred combination and the flexibility of soft and hard indicators in task inspection,the bureaucratic logic of form embedding has been shaped.
