京津冀一体化发展中的地方政府整体性协作治理

On the Holistic Governance of Local Governments in the Integration Development of Beijing-Tianjin-Hebei Metropolitan Area

京津冀都市圈地方政府的协作治理受到几个因素的影响,即地方政府在协作治理整体目标上的偏好差异,行政区划的体制性障碍,缺乏统一的区域产业发展规划,区域合作协调机制不完善,缺乏跨区域的合作组织等。因此,实现京津冀都市圈整体性协作治理,需要协调中央与京津冀地方政府之间的府际关系,建立京津冀都市圈统一的信息网络体系,建立京津冀跨区域整体性协作治理组织和构建京津冀都市圈整体性治理的多元协作机制等。

After the reform and opening up, the collaboration among local governments in Beijing-Tianjin-Hebei metropolitan area has been deepening with the development of regional economy and society. However, the collaborative governance of local governments is influenced by several factors, including the preference difference of local governments on the overall goal of collaborative governance, institutional barriers by administrative divisions, lack of unified regional industrial development planning, imperfect regional coordination mechanism and lack of cross-regional collaborative organizations,and etc. In order to realize the integrated and collaborative governance of Beijing-Tianjin-Hebei metropolitan area, it is necessary to coordinate the intergovernmental relations between the central government and the local governments, establish a unified information network system, set up cross-regional collaborative governance organizations and build a multi-collaborative mechanism of holistic governance in Beijing-Tianjin-Hebei Metropolitan Area.
