政府与社会组织合作治理模式创新趋向研究——以温州市为例

Research on Innovation Trend of Cooperation Governance Model between Government and Social Organizations——A Case Study of Wenzhou

新世纪以来,人类社会日益呈现出高度复杂性和高度不确定性的特征,各种不可预知的风险因素激增,社会治理问题凸显,政府与社会组织合作治理成为紧迫要求。从实际情况看,虽然我国政府与社会组织合作治理取得了较大进步,但是整体而言还存在不少问题,合作模式亟需创新。从社会历史发展的宏大视野出发,基于对温州市政府与社会组织合作治理实践的深入研究发现,信任型合作应该是当前我国政府与社会组织合作治理模式创新的方向,而要实现这一目标就需要在重塑价值理念、健全体制机制和大力促进社会组织发展等方面采取有效措施。

Since the beginning of the new century, human society has increasingly shown the characteristics of high complexity and uncertainty.With a variety of unpredictable risk factors surging which make social governance a prominent problem, cooperative governance between the government and social organizations has become an urgent requirement. Viewing from the actual situation, although great progress has been made in the field of cooperative governance between the government and social organizations, there are still many problems in general, and the cooperation model is in urgent need of innovation. Starting from the grand vision of social and historical development, and based on the in-depth study of the practice of cooperative governance between Wenzhou municipal government and social organizations, the study finds that the trust-based cooperation should be the direction of the cooperation governance between the government and social organizations in China. In order to achieve this goal, it is necessary to take effective measures in the aspects of reshaping values, perfecting institutional mechanisms and vigorously promoting the development of social organizations.
