介护险对我国养老保险制度的借鉴

The Reference of Japan’s Long-term Care Insurance to China’s Endowment Insurance System

随着我国社会经济发展水平的提升,社会医疗水平大幅度提高,人口死亡率下降,人口老龄化问题日趋严重。另一方面,在我国计划生育政策的影响下,我国的人口自然增长率不断下降,人口红利优势发生变化,承担社会养老责任的年轻人数量减少。同时,传统的养老方式受到新的社会生活生产方式冲击,社会用于解决老龄化问题的社会建设水平不高,因而,创建更为公平有效的社会养老保险体系显得极为重要。通过对日本介护险的研究,结合我国的老龄化实际状况,对我国养老水平提升的方法和途径进行探讨。

With the improvement of China's social and economic development level, the level of social medical care has greatly increased, the death rate of the population has decreased, and the problem of population aging has become increasingly serious. On the other hand, under the influence of China's family planning policy, China's natural population growth rate has been declining, the demographic dividend advantage has changed, and the number of young people who are responsible for social pension has decreased. At the same time, the traditional way of providing for the aged is impacted by the new way of social life and production, and the social construction level for solving the aging problem is not high. Therefore, it is extremely important to establish a more fair and effective social endowment insurance system. Based on the study of Japan's Long-term Care Insurance and the actual situation of China's aging, this paper discusses the methods and ways to improve the level of old-age care in China.
