Legal Path Selection to Realize the Green Value of Agricultural Subsidy

农业补贴绿色价值是通过农业补贴引导农业生产行为,提高环境效益分配的公平性,促进农业生产的环境正外部性。但我国农业补贴尚无基本法保障,补贴资金使用程序规定不足,农业补贴的对象存在一定的偏差,阻碍了当前农业绿色价值的发挥。因此,应加快农业补贴立法进程;建立农业补贴资金使用的长效机制,规范农业补贴资金使用的程序;加强农业补贴对象的针对性并建立有效的激励措施,解决当前实践中农业绿色补贴仍浮于表面的问题。

The green value of agricultural subsidies is to guide agricultural production behavior through agricultural subsidies,improve the fairness of environmental benefits distribution,and promote the positive externalities of agricultural production.However,there is no basic law guarantee for agricultural subsidies in China,and the procedures for the use of subsidy funds are insufficient.There are certain deviations in the targets of agricultural subsidies,which hinders the current green value of agriculture.Therefore,we should speed up the legislative process of agricultural subsidies;establish a long-term mechanism for the use of agricultural subsidy funds,regulate the procedures for the use of agricultural subsidy funds;strengthen the targeting of agricultural subsidies and establish effective incentives to solve the current practice that agricultural green subsidies still float on the surface of the problem.
