大气污染区域协同治理研究——以江苏省为例

Study on Regional Cooperative Control of Air Pollution:A Case Study of Jiangsu

近年来,区域复合型大气污染日趋突出,仅从行政区划的角度治理单个城市大气污染,很难有效解决区域大气污染问题,江苏省苏北地区就面临着大气污染如何实现区域协同治理的难题。通过对苏北地区大气污染协同治理面临的困境及其对区域联合立法的优势分析,从路径转换、制定大气污染防治地方性法规、尝试建立大气污染防治管理协调机构、推进低碳交易和排污权交易、发挥大数据作用等方面提出了跨区域大气污染协同治理的法治实践路径。

In recent years,the regional complex air pollution has become increasingly prominent.It is difficult to effectively solve the regional air pollution problem only from the perspective of administrative divisions.The northern Jiangsu Province is leading the problem of how to achieve regional coordinated control of air pollution.Based on the analysis of the difficulties faced by re-gional cooperative control of air pollution and its advantages in regional joint legislation,this paper put forward the legal path of cooperative control of air pollution across regions from the aspects of path conversion,formulation of local regulations on air pollution prevention,establishment of en-forcement agencies of regional air quality control zones,promotion of low-carbon transactions,and the role of big data.
