景区经营者滥用市场支配地位的反垄断法规制 被引量:2

摘要 我国旅游市场中一些景区由于自身垄断属性和行政垄断相结合,加上相关市场范围小,景区经营者容易形成市场支配地位,因此有必要预防和制约景区经营者滥用市场支配地位的行为。现实中景点门票不公平高价、独立景点门票捆绑销售、景区内物价高昂等问题是景区经营者滥用市场支配地位的行为表现,应推进景区特许经营制度改革,完善门票价格听证制度,加强政府监管,同时要注意协调反垄断执法机构与旅游主管部门的职责。 It is easy forsome scenic spots in tourist market to form a dominant market position due to natural monopoly,administrative monopoly and small relevant market. As a result, it is necessary to prevent and restrict scenic spot operators from abusing their market dominant position. In reality, there exist many problems such as unfair ticket prices of scenic spots, bundled sales of independent scenic spots, and high prices in scenic spots. It is suggested to reform franchise system of scenic spots, consummate the hearing system of ticket price, and strengthen government supervision. Meantime, it is needed to pay attention to coordination between anti-monopoly law enforcement agencies and tourism administration in anti-monopoly law enforcement.
