特殊教育提升计划背景下新疆特殊教育师资队伍建设的困境与消解

Problems of and Solutions to the Special Education Faculty Construction in Xinjiang from Perspective of the Promotional Plan

新疆维吾尔自治区先后出台两期《特殊教育提升计划实施方案》,对新疆特殊教育师资队伍建设提出了明确要求。然而,新疆特殊教育教师队伍仍存在数量不足、结构不合理、区域间发展不均衡、教师队伍欠稳定等问题。因此,在特殊教育提升计划背景下,需从找寻合理路径、改善教师专业发展生态、构建有效的师资培养模式、补缺随班就读师资空位等方面加以考量,以保障第二期特殊教育提升计划顺利实施。

The Government of Xinjiang Uygur Autonomous Region of China has issued two implementation plans for promotion of special education which make clear the requirements of faculty construction therein.However,as problems such as shortage in mumber,ill sturcture,imbalance in locations,as well as unstable team of the special education faculty in this region remain unsolved,solutions by finding reasonable path,improving ecology of teachers′ development,formulating the sustainable mode of teacher training,and filling vacancies of teachers going on with training are to be taken into consideration so as to ensure a smooth implementation of the plan for second term.
