衡水市生态空间划定方法研究

An innovative study on the delimitation of ecological space in Hengshui City

划定并建立生态空间管控是保护各类自然生态空间,协调社会经济发展与生态环境保护,维护区域生态安全的重要举措。通过分析衡水市生态环境特点与现状问题,在河北省现行生态保护红线的基础上,开展生态服务功能重要性评价,充分衔接各部门已划定的重要生态功能区和禁止开发区,结合市域生态安全格局优化引导策略,划定衡水市生态空间,包括自然保护区、饮用水源保护区、河流及河流廊道、交通廊道、洪水调蓄区、蓄滞洪区和省级森林公园,面积合计802.99km2;明确各类一般生态空间的分布和面积,对生态服务功能较为单一的平原城市的生态空间划定方法进行了探索。

It’s very essential to determine the delimitation and establish the regulation of ecological space to coordinate conservation and development and maintain the regional ecological safety.Based on the ecosystem characteristics and problems in Hengshui,the ecological space is delimited under the comprehensive analysis of the evaluation of the ecosystem services,identification and optimization of ecological security pattern,ecological red line district protection planning and exploitation-prohibited regions.The results demonstrate that the area of the ecological space in Hengshui is 802.99 km 2,including the natural reserve,conservation areas of drinking water,rivers and the corridors,traffic corridors,detention basin and Forest Park.With the exception of ecological red line,the distribution range and area of different categories of ecological space are specifically made sure.An innovative method to delimitate of ecological space for a plain city with low diversity of ecosystem services is explored.
