科研诚信档案建设的价值取向及实现路径

Study on the Value Orientation and Realization Path of Research Credit Archives Construction

价值取向是科研诚信档案建设的出发点和归宿点。科研诚信档案建设应坚持可信、完整与开放的价值取向。为贯彻以上价值导向,必须解决科研诚信档案建设面临的诸多障碍,如内容构成不明确、利益相关方职责不清晰、相关政策法律规定不够健全、开放共享与隐私保护协调难等。针对这些问题,本文提出了明确科研诚信档案的内容构成、明晰利益相关者各方职责与完善相关政策法规文件的对策建议。

Value orientation is the beginning and destination of the research credit archives construction. The construction of scientific research credit archives should adhere to the value orientation of credibility,integrity and openness. In order to carry out the above value orientation,it is necessary to solve many problems existing in the construction of scientific research credit archives,such as unclear content composition,unclear responsibilities of stakeholders,inadequate relevant policies and laws,and trouble in sharing and privacy protection coordination. For these problems,the paper puts forward the countermeasures and suggestions,which include affirming the content of the research credit archives,clarifying the responsibilities of all stakeholders and improving relevant policies and regulations.
