“两票制”实施背景下医用耗材采购成本控制策略研究

Study on Cost Control Strategy of Medical Consumables Procurement Under the Background of “Two-Invoices System”

面对医用耗材采购成本居高不下,全国多个省份实施了医用耗材采购“两票制”政策。文章介绍了我国医用耗材采购“两票制”实施现状,归纳出“两票制”实施后我国医用耗材采购的新模式,并综合分析了该采购模式在价格形成机制、采购政策协同和耗材使用评估等方面存在的问题,最后从加强价格论证和监管、完善集中采购平台、开展耗材使用评价和管控、实施基于医保基金的耗材总额预购制等角度提出了在新采购模式下降低医用耗材采购成本的策略。

Facing the high cost of medical consumables(MCs),many provinces in China have implemented the poli cy of “two-invoice system” for MCs procurement. The paper introduces the current situation of the “two-invoice sys tem” for MCs procurement in China,sums up the new mode of MCs procurement in China after the implementation of the system,and comprehensively analyzes the problems existing in the price formation mechanism,the coordination of procurement policies and the evaluation of MCs usage. Finally,optimization strategies,including strengthening the price demonstration and supervision,perfecting the centralized procurement platform,implementing the evaluation and management of consumables usage,and performing the medical insurance fund-based MCs amount pre-purchasing method,etc.,are put forward so as to reduce the cost of purchasing MCs under the new procurement mode.
